Driving License Rules

In the UK, you can apply for a provisional licence at 15 years and 9 months, with car driving permitted at 17, or 16 if receiving PIP mobility.

Key Driving License & Learner Rules (UK)
Provisional Licence: Apply online at 15 years, 9 months.
  • Driving Age: 17 for cars, 16 for motorcycles/mopeds (or 16 if on PIP).
  • Eyesight Rule: You must be able to read a number plate from 20 meters away, with glasses/contacts if needed.
  • Supervision: Learners must be accompanied by an instructor or someone over 21 who has held a licence for at least 3 years.
  • L-Plates: Must be displayed on front and back of the vehicle.
  • Motorways: Learners can drive on motorways only with an approved driving instructor in a car with dual controls.
  • Vehicle Requirements: Must have valid tax, MOT, and insurance.
  • After 70: Licences must be renewed every 3 years.
Proposed/Upcoming Changes (2026)
  • New Drivers: A minimum 6-month learning period is being introduced, and potentially restrictions on carrying passengers aged 25 or under for 6 months post-test.
  • Test Booking: From March 2026, test booking changes are limited.
  • Medical/Safety: Potential stricter eyesight tests for drivers over 70.
  • Obligations: You must notify the DVLA if you change your name, address, or develop a medical condition that affects your driving. Driving with a provisional licence without supervision can lead to a £1,000 fine and 6 penalty points
